Building Plan Review
The California Health and Safety Code Section 17962 establishes the requirement for the Fire District to enforce the provisions of the Building Standards Code on all occupancies throughout our district. The 2001 California Fire Code is Part 9 of the California Building Standards Code, Title 24.
What is looked for during the Plan Review Process?
One area of the plan review processes looks at adherence to Article 9, of the 2001 CFC. Article 9 deals with fire department access and water supple. In addition to Article 9, Appendix III-A and III-B are also used to determine the required distance to a fire hydrant capable of providing the required fire flow based on the construction type and use of the structure. For example: a 3,601 square foot structure built with Type-V, light-weight, combustible, non-rated construction, would require a fire-flow of 1,750 gallons per minute for a duration of 2-hours from a fire hydrant located no further than 250 feet from the property on a through street or 200 feet on a dead end street.
What are my Options?
If the South Tahoe Public Utility District water distribution system is unable to provide the required fire flow, there are two options for a property developer. The first option is for the developer to upgrade the water system’s infrastructure. In most cases this would involve a substantial expenditure and project delay with the required regulatory and environmental approvals needed. The second option is to install an approved automatic sprinkler system throughout the structure therefore reducing the required fire flows and precluding the requirement to upgrade the water distribution system.t
What is the Plan Review Process?
The Process for the plan review by the Fire District is as follows: The applicant will deliver a full set of building plans to the Fire District headquarters station, located at 2211 Keetak Street in Meyers, during normal business hours. A plan review intake form must be filled out completely and left with the plans. The plan review process takes from approximately one to two weeks. Upon completion of the plan review by the Fire District a letter will be generated outlining the specific project conditions with a copy sent to the Building Department and the South Tahoe Public Utilities District.
